The OpenWallet Foundation (OWF) is a collaborative initiative launched in 2023 under the Linux Foundation Europe to develop open-source software components for digital wallet technology. The foundation focuses on creating standards-based components that enable interoperability across different wallet implementations while preserving user choice, security, and privacy. Rather than publishing its own wallet, OWF aims to provide a core engine that organizations can leverage to develop their own digital wallet solutions.
The foundation's technical work is organized through multiple project stages including Growth and Labs categories. Notable projects include Credo, a framework for self-sovereign identity solutions, and several SD-JWT
(Selective Disclosure JWT) implementations in various programming languages. The foundation maintains strict governance through its Technical Advisory Council (TAC) which oversees project lifecycles and technical direction. Key technical priorities include supporting W3C Verifiable Credentials
, OpenID Connect
, and other identity standards while ensuring wallet interoperability.
The OWF has attracted broad industry participation, including Premier members like Accenture, Gen, Futurewei and Visa, alongside numerous other technology companies, financial institutions, and academic organizations. The foundation collaborates with major identity standards bodies including the Decentralized Identity Foundation (DIF), OpenID Foundation, and Trust Over IP Foundation. In 2024, the foundation expanded its scope by announcing the formation of the OpenWallet Forum in partnership with the International Telecommunications Union to address global interoperability challenges through open standards.
