Mobile ID is a digital identity initiative launched in 2021 by the Korean Ministry of the Interior and Safety (MOIS) that implements Self-Sovereign Identity principles through blockchain technology. The system uses the OmniOne platform developed by RAON and follows the W3C Verifiable Credentials Data Model standard to enable secure digital versions of official identification documents.

The platform leverages blockchain-based DID technology to store personal information securely on users' devices rather than central servers. Key technical features include:

  • DID implementation for decentralized identity verification
  • Selective disclosure of personal information through zero-knowledge proofs
  • Biometric authentication for access control
  • QR code-based verification for in-person scenarios
  • Integration with the secure element of mobile devices

Initially launched for public officials in January 2021, Mobile ID has seen significant adoption with >1,995 IDs issued across 9 government departments in its first phase. The system is being progressively expanded to cover over 200,000 government officials, with plans to eventually support over 960,000 public officials including teachers and central government employees. The Korean government is also expanding the platform to support additional credentials like driver's licenses and disability IDs as part of its broader digital identity infrastructure modernization efforts.

This Mobile ID applies DID technology through OmniOne, the blockchain-based DID platform developed by RAON. In particular, OmniOne has been selected for deploying the DID technology to the Mobile ID developed by the Ministry of the Interior and Safety (MOIS).
Credential profile data is sourced from the Open Wallet Foundation digital-wallet-and-agent-overviews-sig project, licensed under the Apache License 2.0
