POTENTIAL is a large-scale pilot project launched in 2022 as part of the European Commission's initiative to implement the EU Digital Identity Wallet. Operating under the eIDAS 2.0 regulation framework, the consortium brings together over 140 public and private partners across 19 European member states and Ukraine to test and validate digital identity solutions in six key sectors: governmental services, banking, telecommunications, mobile driving licenses, electronic signatures, and healthcare.

The project's technical implementation focuses on developing and testing interoperable digital identity wallets that comply with the Architecture and Reference Framework (ARF) specifications. These wallets enable secure storage and presentation of various digital credentials including:

  • Mobile Driving Licenses compatible with European verification systems
  • Digital Travel Credentials for cross-border travel
  • Electronic Prescriptions for EU-wide healthcare access
  • Qualified Electronic Signatures for remote document signing
  • Banking Credentials for account opening and verification
  • Government Service Credentials for accessing public services

As one of four major EU-funded pilot programs scheduled to run until 2025, POTENTIAL contributes to the development of the Common Toolbox that will serve as the foundation for implementing EU Digital Identity Wallets across member states. The project emphasizes user-centric design, data protection, and cross-border interoperability while adhering to key technical standards including W3C Verifiable Credentials and the eIDAS Trust Framework. Notable implementations are being tested in real-world scenarios across participating countries, with findings directly informing the technical specifications and security requirements for the broader European digital identity ecosystem.
