OpenCerts is a blockchain-based platform developed by GovTech Singapore in collaboration with the OpenCerts Consortium that enables the issuance and validation of tamper-resistant academic certificates. Launched in 2019 as part of Singapore's Smart Nation initiative, the platform implements the OpenAttestation framework to create verifiable digital credentials that conform to the W3C Verifiable Credentials Data Model.

The system's core technical features include:

  • Blockchain-based verification using Ethereum to store certificate hashes
  • Tamper-proof documentation through cryptographic proofs
  • Integration with DNS-TXT records for issuer identity verification
  • Support for selective disclosure of certificate data
  • Compatibility with the W3C DID specification in version 4.0

Notable adoption includes implementation by 18 educational institutions in Singapore, with SkillsFuture Singapore maintaining the registry. The platform allows:

  • Educational institutions to issue digital certificates
  • Students to receive and share verifiable credentials
  • Employers to instantly verify certificate authenticity

    For example, graduates receive blockchain-verified digital certificates for N, O and A Levels, diplomas, degrees and other qualifications that can be stored in their SkillsFuture Skills Passport.

OpenCerts, part of Singapore’s Smart Nation initiative, enables issuance and validation of tamper-resistant academic certificates in a convenient and reliable manner. It was developed in cooperation with the OpenCerts Consortium. OpenAttestation is a standard that helps to create Verifiable Documents. OpenCerts is a specific implementation, using OpenAttestation, to provide institutions a way to create Verifiable Certificates.
