The DC4EU Consortium is a large-scale European digital identity initiative launched in 2023 that focuses on implementing the EU Digital Identity Framework in education and social security domains. The consortium brings together 80 institutions from 22 countries, including 43 public organizations and 49 private entities, to develop and test interoperable digital credential solutions based on the eIDAS trust framework.
The project's technical implementation centers on the W3C Verifiable Credentials Data Model and leverages the European Blockchain Services Infrastructure (EBSI) for trust and verification. Key use cases include:
The consortium is conducting large-scale pilots to test the issuance, updating, revocation and verification of Electronic Attestations of Attributes in a pre-production environment. The architecture implements multiple technical standards including eIDAS 2.0, the Architecture Reference Framework (ARF), and various trust services to enable secure credential exchange between issuers, citizens, and verifying parties. This initiative represents a significant step toward implementing the European Union's vision for cross-border digital identity and credential verification, with mandatory wallet adoption by member states planned for 2026.
