The Dalion Consortium is a Spanish multi-sector collaboration launched in May 2021 that develops a blockchain-based digital identity solution focused on enabling user-controlled data sharing. The consortium includes major Spanish financial institutions like Banca March, Banco Santander, and CaixaBank, insurance companies like Generali and MAPFRE, energy company Repsol, and the Universidad Politécnica de Madrid.

The technical implementation is built on the Alastria ID identity model and uses the W3C Verifiable Credentials Data Model. The solution runs on a Quorum blockchain network hosted by Alastria. Key features include:

  • Mobile-based identity wallet for storing and managing personal credentials

  • Compliance with European Self-Sovereign Identity Framework (ESSIF)

The consortium has achieved notable progress, becoming the first project to successfully complete testing in the Spanish Government's Financial Sandbox program, receiving a favorable assessment from the Banco de España. The solution aims to streamline common processes like car rentals, insurance applications, and loan requests by enabling secure credential sharing while maintaining user privacy and control. While personal data is not stored on the blockchain, credential issuance and sharing events are recorded as hashes to ensure verification without compromising privacy.
